We like the term video sweetening because "color correction" implies fixing something that is wrong. Although the procedure can be used to fix problems, it's more of a creative process where color, lighting and overall balance are tweaked to create a unique visual style.
The color room is where you sweeten video for the same reason the graphics are done in the graphics room and the conforming is done in the finishing room - because that is where talent and tools specific to the task reside. It is where the work can be accomplished most effectively and efficiently.
Literally every project can benefit from a video sweetening session, regardless of budget. It is arguable that projects with a tight budget actually benefit the most because the sweetening process can help create a look and feel that exceeds the budget. Of course the more time you can spend fine-tuning each shot the more impressive the results will be.
